Using only HTML will not suffice. There have been a lot of advances in web design that makes it engaging to viewers and readers. At a minimum, a website should:

Parallax Scrolling
The parallax effect has been around for years in classic video games, but it became a trend in the web design world relatively recently. This cool effect is now commonly seen as part of the scrolling feature of a web page. It uses multiple backgrounds which seem to move at different speeds to create a sensation of depth (creating a faux-3D effect) and an interesting browsing experience.

Infinite Scrolling
Traditionally, infinite scrolling was used on social media pages such as Facebook and Twitter. As the user scrolls down the page, the site continues to load content, seemingly endlessly. Other sites have applied this functionality to their benefit; the overall effect is an improvement in engagement time.

Perhaps the most important lesson is making sure your website is responsive to your mobile users. Your website needs to scale and remain user-friendly no matter what device it’s being viewed on. The idea of responsive web design is to make websites that fit multiple screen sizes. For the designer and developer that means they only have to work on one version of the website instead of designing one for desktop computers and another for mobile devices.
